County Executive Marcus Henry Plans to Boost Economic Development and Well-being of the Hispanic Community

In this exclusive interview with Del Hispano, the recently elected County Executive Marcus Henry shares his vision for the future, his plans to strengthen Hispanic inclusion and business development, and his commitment to affordable housing and mental health. Del Hispano: Good afternoon. I’m Ronaldo Tello from Del Hispano Magazine. Today I have the pleasure of speaking with New Castle County Executive Marcus Henry, who recently took office. We’ll discuss his vision for the county, focusing on economic development, diversity initiatives, and how his administration plans to support our growing Hispanic community and Latino businesses.
County Executive, thank you for joining us today.
County Executive: Thank you for the invitation. It’s a pleasure to be here.
Del Hispano: It’s very significant that you are the first person of color to hold this position in New Castle County. I think it’s important to recognize this historic moment. How do you feel about it?
County Executive: Thank you for your comment. I take on this responsibility with great commitment, not only as an elected official but also as the first person of color in this role. Although I am African American, my election was made possible thanks to the support of a diverse community. I must acknowledge the influence of my mother, Margaret Rose Henry, who was the first African American woman to serve in the Delaware State Senate. Her legacy of public service has been a great inspiration to me.
Del Hispano: It seems that public service is a tradition in your family.
County Executive: That’s right. My education instilled in me a deep appreciation for diversity. I firmly believe that diversity enriches our communities and improves the way we interact and work together. I’m excited to see how the Latino community continues to grow in Delaware, and I recognize the importance of fostering opportunities and collaborations to support this growth.
Del Hispano: It’s encouraging to hear that. Maintaining collaboration with the previous administration is key, especially with increasing diversity. Speaking of urgent issues, you have extensive experience in housing development. What strategies do you plan to implement to address affordable housing challenges in the county?
County Executive: That’s an excellent question. The shortage of affordable housing didn’t happen overnight. We lack supply at all housing levels: single-family homes, townhouses, and multi-family apartments. A recent state housing needs study projected that, due to population growth, we will have a deficit of more than 20,000 housing units. To address this crisis, the county must be proactive in incentivizing housing development, especially affordable housing. This requires partnerships with state officials, municipal governments, and the private sector. We plan to leverage our land use policies and regulatory processes to encourage housing development, including repurposing commercial properties.
Del Hispano: It’s encouraging to know that your leadership brings significant experience in this area. Another crucial issue is homelessness. Under your leadership, the Hope Center has transformed services for the homeless population in the county. What additional initiatives do you plan to continue supporting our most vulnerable communities?
County Executive: I’m very proud of the work done with the Hope Center. I worked with the previous administration to acquire and remodel the center, turning it into a key resource for those in need of a home. What makes it special is that it not only offers transitional housing but also comprehensive services, such as counseling, healthcare, and job development, that allow people to move forward. We will continue strengthening these programs so that more people can achieve stability.
Del Hispano: Mental health is also a great need in our community. What strategies do you have to increase access to bilingual mental health services in the county?
County Executive: Through our Department of Community Services, we work with more than 50 nonprofit organizations that address mental health issues, especially in Wilmington. However, we are facing uncertainty due to possible cuts in federal funding. Our team, along with the Congressional delegation, is working to ensure that these resources remain available to the communities that need them most.
Del Hispano: Changing topics, the Latino business community is growing impressively in New Castle County. How do you plan to support Latino entrepreneurs?
County Executive: Before becoming County Executive, I was Director of Economic Development, and I’m also a businessman. My family and I founded a clinic for children with autism, so I perfectly understand the challenges of starting and maintaining a business. It’s essential that Latino businesses have access to financing, training, and technical support. I want to help create at least 50 new small businesses in the next four years, working hand in hand with the Hispanic Chamber of Commerce and other organizations.
Del Hispano: To conclude, what message would you like to send to the Hispanic community of New Castle in these times of uncertainty?
County Executive: My priority is to ensure that everyone in the county feels safe and welcome. We will continue working to strengthen trust in our institutions and ensure that Latinos have access to the resources they need to thrive.
